Strictly speaking, I am not sure if the reason is because there is no clear “R” sound, but rather because pronouncing “ロナルド” (ronarudo) in Japanese was said to be hard to pronounce by some Japanese people. In fact, according to Wikipedia, McDonalds Japan says that both “Donald” and “Ronald” are valid names for this character, officially:
